Global Tobacco Control via the Trans-Pacific Partnership
The American Cancer Society Cancer Action Network (ACS CAN) supports inclusion of a strong tobacco
provision in the Trans-Pacific Partnership (TPP) free trade agreement that recognizes the unique harms of
tobacco products and would prevent the tobacco industry from utilizing international trade or investment
agreements to prevent, block, delay, or undo non-discriminatory measures to reduce tobacco initiation and
consumption in countries participating in these agreements.
The TPP is a trade and investment agreement that twelve countries in the Pacific region, including the U.S.,
are currently negotiating. There is an opportunity through these negotiations to protect the ability of
governments to implement effective public health laws, regulations, policies, and programs to reduce the
disease and death caused by tobacco by ending the tobacco industry’s ability to initiate disputes under
international trade and investment agreements to challenge them. The inclusion of a strong tobacco
provision in the TPP that is consistent with the FCTC and U.S. public health priorities would eliminate the
tobacco industry’s ability to undermine tobacco measures as well as promote health and trade. A strong
tobacco provision in the TPP would send the clear message that trade and health can be not only
compatible, but together can also lead to economic growth and improved public health.
