ACS CAN: 2015 Marketplace Health Plans Should Improve Transparency and Ensure Access to Comprehensive Cancer Coverage

February 25, 2014

WASHINGTON, D.C. February 25, 2014 The American Cancer Society Cancer Action Network (ACS CAN) today filed comments with the Center for Consumer Information and Insurance Oversight on the Draft 2015 Letter to Issuers in the Federally-facilitated Marketplaces. The letter proposes to strengthen the review and certification processes for health insurance plans offered in federally-facilitated marketplaces in an effort to increase transparency and improve oversight of network adequacy and prescription drug formularies. ACS CAN 's comments build on a strong draft letter, urging the administration to improve transparency with additional tools to help consumers better understand what doctors and drugs are included in the plans they are considering. The comments further emphasize a need for formal guidance from the agency to ensure drug coverage is not disrupted when a patient begins a new plan. The comments also call for a standardized exceptions process to accommodate highly specialized cancer care that may not be included even in robust plan networks.
