State Exchanges The Department of Health and Human Services (HHS) announced that eight more states received conditional approval to operate a health insurance exchange. Of the eight, California, Hawaii, Idaho, Nevada, New Mexico, Vermont and Utah will run state-based exchanges, while ... government.
