What it means to vote "NO" on Measure 1

Share

On November 3, 2026, North Dakota voters will have the opportunity to protect healthcare and future efforts to pass public health initiatives by voting “No” on Measure 1.

Measure 1 seeks to require future proposed constitutional amendments or revisions to meet a 60% threshold for passage rather than a simple majority. If the measure were to pass, it would significantly raise the barrier for advancing public health protections—including efforts to expand access to care or enhance tobacco control and prevention—through the ballot process

North Dakota’s Constitution reserves initiative and referendum powers to the people, giving citizens the ability to place statutory and constitutional measures before voters. ACS CAN encourages North Dakota voters to oppose Measure 1 on November 3rd to protect this right and leave the state constitution unchanged.
