Access to Cancer Care

Without BadgerCare expansion, many working Wisconsinites don’t qualify for the cancer screening, treatment, and survivorship care they need to maintain their health. After years of inaction, what are your plans to find a viable, bipartisan solution to improve health care access for our friends and neighbors? Additionally, will you oppose policies that reduce BadgerCare eligibility or create administrative barriers, and support policies that ensure timely access to cancer screening and treatment?

Yes

I support creating a BadgerCare public option that allows individuals and small businesses to buy into affordable, high-quality coverage. Wisconsin families should not have to choose between paying their medical bills and paying for groceries, housing, or childcare. A public option can increase competition, lower costs, and give Wisconsinites another dependable choice for health coverage. I believe health care is a right, and my goal is universal access to affordable, high-quality health care. My immediate priority is establishing a BadgerCare public option that gives families and small businesses an affordable alternative to private insurance while protecting Medicaid, strengthening rural health care, lowering prescription drug costs, and addressing Wisconsin’s health care workforce shortage. Patients deserve transparency from insurance companies. I support requiring insurers to disclose claim denial rates and other meaningful information that allows consumers and policymakers to understand whether people are actually receiving the coverage they have paid for and need. We should hold insurers accountable when unnecessary bureaucracy or improper denials prevent patients from receiving medically necessary care.

Access to Innovations in Cancer Treatment

Biomarker testing is an important step in precision medicine and is used to help determine the best, most personalized treatment for a patient. Biomarker testing is becoming a standard of care with many types of cancers, and can help achieve better health outcomes, improved quality of life, and lower long-term health care costs. However, not all communities in Wisconsin benefit from the latest advancements in biomarker testing, and insurance coverage is failing to keep pace with innovation. Would you support legislation to improve access to biomarker testing by requiring insurers to cover clinically appropriate; doctor ordered biomarker testing?

Yes

Wisconsinites should have access to affordable cancer screening and treatment close to home. Under my administration, the state will be a leader in ensuring folks can access health care where they are at, for example through investments in telehealth, mobile clinics, rural health and community clinics. I would also make health insurance easier for patients to understand and for providers to navigate through common sense improvements to prior authorization processes and transparency, including ensuring that when coverage decisions are made a medical professional with subject matter expertise is part of the process.

Tobacco Tax

Commercial tobacco use costs Wisconsin approximately $8.69 billion annually in combined healthcare expenses and lost productivity and remains the leading cause of preventable death and disease in the state, claiming approximately 7,900 lives every year. Research shows that significant tobacco tax increases are the single most effective way to prevent youth from starting, help people who use tobacco quit, and are proven to drive long-term declines in smoking rates. Will you support raising the cigarette tax in Wisconsin by $1.75 or more per pack and establishing tax parity on all other tobacco and nicotine products including e-cigarettes and nicotine pouches?

As Governor, I’m supportive of pursuing escalating methods to curb young people and vaping use. While in the Assembly, I pursued legislation to raise the age of access to tobacco products to age 21. As a dad, I want to continue to elevate the message to young people that tobacco products, vapes, are harmful to their health. In particular, I support changes to state law to establish tax parity for vaping devices to deter them from being a cheaper alternative entry point to a lifetime of nicotine addiction.
